Serena was born and raised in the Buffalo area. After Graduating from Pennsylvania State University with an honors degree in Crime, Law, and Justice (BS), Serena received a Juris Doctor from Michigan State University. She is a member if the New York State Bar Association, the Erie County Bar Association and the New York State Injured Workers Bar Association.
